ROLE
Enacting the Law or 'making laws' is a very important role our elected representatives In the government play. We the people elect members into the legislative assembly from our electoral constituencies.

One of the Functions off the Legislature is passing or enacting Laws.

The legislature is very powerful in the sense, that they can question and hold the executive responsible for their actions.

The elected members or the MLAs and MLCs form what we know as the Legislature.


The political party with the majority representation, gets to form the Government. 

If there is no one group that has a majority in the house, then two or more political parties may join together and form a coalition government.

The members of the legislative assembly then elect their leader, the Chief Minister.

The Chief Minister will then select members from the Legislative Assembly to be a part of the Cabinet. 

So, the Cabinet consists of the Chief Minister and the Council of Ministers, which is together with the Governor form the Executive branch.

 The Council of Ministers are collectively accountable to the members of the Legislature.

The Karnataka State Legislature is bicameral consisting of two houses of Parliament.

The upper house known as the Legislative Council and the lower house is known as the 

Legislative Assembly respectively.

​​KARNATAKA LEGISLATIVE ASSEMBLY

The Lower house is a democratically elected body known as 
Vidhana Sabha.

It consists of  225 constituenies with 224 elected members and 1 appointed member.

The 224 members are elected by the people of their respective constituencies and 1 member is  appointed by the Governor to represent the Anglo Indian community. 

The members serve a term of 5 years.

   
The Karnataka Legislative Assembly is a democratically elected body in the Parliament.

The three main roles it performs are:

1.To be the representative of the people  who voted for them.

2.To enact law or pass legislation on behalf of the public.

3.To hold the Government responsible  and accountable to the people of the state.

The Karnataka Legislative Council is the other house of legislature known as Vidhana Parishat.

The Karnataka Legislative Council is a permanent body comprising 75 members. 

​One third if the council gets to retire every year.

HISTORY
OF THE ASSEMBLY

THE CONSTITUENT ASSEMBLY

The Constituent Assembly was an collective assembly elected to write the Constitution of India in 1946.

The body was made up of representatives from all the states of India, which included present day Pakistan and Bangladesh.The first
sitting was held on December 9th, 1946. The assembly held 11 sessions with last session dissolving on Jan 24, 1950.

The election of members of the assembly to the legislative council was terminated. One person could not be a member of both the assembly and the council at the same time.
7th October 1881
This representative assembly who met for the first time was voluntarily attended.

The representatives were selected by the
local fund boards Cultivating landholders from each Taluk 3 -4 merchants from each district
Sri Chamaraja Wodeyar assumes power of the

Representative Assembly

Chief Commissioner of Mysore J.D.Gordon
proposes the establishment of a Deliberative
Assembly as a condition for the transfer of Mysore
to the Maharaja.

Rejected by the Gov. of India (Viceroy) on the
basis that a deliberative assembly which had only
the power of recording opinions and no specific
financial/legislative or executive authority, could
develop into a center of greater power and
influence.
25th August 1881
The Maharaja issues an executive
order for the Constitution of the
Assembly.

He felt that the measures in place
for the administration of the
province should be better known
by the people of the province.

Initiated an annual meeting of the
representative landholders and
merchants from all parts of the
province.
 
1940
The Government of Mysore Act of 1940 was passed. Through this act the a member of the representative assembly and the council were nominated by the Maharaja to the council of Ministers.

The meetings of both the assembly as well as the council which were presided over by the Dewan of the Maharaja.

The same year the Legislative council was allowed to elect its own president and vice president from among its members to preside over the meetings.

The assembly was not given this right and its meeting continued to be presided over by the Dewan or by the member of the executive council.

Freedom of speech in the representative assembly and the legislative council were granted to its members​.
