WHAT IS AN ACT ?
HOW DOES A BILL BECOME AN ACT?
When a bill or a Legislative proposal is passed by both houses of Parliament and assented to by a Governor (State) or by the President (Union) it becaomes an Act.

Types of Bills
Proposing member must submit a Financial and an Explanatory memorandum.
Expenditure Bill
Can only be introduced in the Legislative Assemby.
Money Bill
Legislation introduced when houses are not in session, decided by the President..
Article 123 of COI.
Ordinance replacing Bill
Recommendation and or sanction must be obtained (Article 207)
Bill requiring Governor’s sanction
(Article 304).

Draft
Anybody can draft a Bill, but it can bei ntroduced only by a Member of the Assembly or by a Member of the Council.
The bill is usually drafted by people in the legislature who are working for the members of Parliament and or Committees.
